A term used in the lifecycle/development process of a specification (standard). This is a public version of the candidate final and addresses any implementation issues brought forward from the Candidate Final.
Example: The public will soon be able to review and comment on the Candidate Final / Public Draft of the Open Badges 3.0 specification.
